Sir,
I am directed by Earl Granville to transmit to you a copy of a despatch from Her Majesty's Chargé d'Affaires at Peking, reporting the scheme of Mr. Armer for the introduction of 5000 Chinamen into Peru from Hongkong, to be employed in the railway service on a new system, and to request that you will inform The Earl of Kimberly that his Lordship has approved the conduct of Mr. Formingham in refusing to grant a letter of introduction.
